Recommended Action
I move that Council approve Services Agreement No. AGR26-810 with Modaxo Traffic Management USA Inc. for automated speed enforcement services in an amount not to exceed $2,132,676, plus applicable gross receipts taxes, and authorize the County Manager to execute the agreement.

Body
This item supports the County’s efforts to improve roadway safety, reduce speeding, and enhance traffic enforcement by implementing automated speed enforcement technology consistent with County Code Sections 38-800 and 38-801.

The County has experienced ongoing concerns regarding excessive speeding and dangerous driving behaviors throughout the community. Automated speed enforcement technology is intended to enhance traffic safety by increasing compliance with posted speed limits, improving driver behavior, and reducing speeding-related crashes and near misses.

The proposed agreement with Modaxo Traffic Management USA Inc. was procured through a cooperative purchasing process utilizing the City of Albuquerque’s competitively solicited Automated Speed Enforcement contract, RFP-2023-349-DMD-EV, in accordance with Section 31-3(b)(4) of the County Procurement Code.

The agreement provides an automated speed enforcement program that includes five automated speed enforcement camera systems; installation and maintenance services; violation processing services; violation printing and mailing; payment processing systems; customer service support; reporting and statistical analysis; administrative hearing support; and data management and cybersecurity protections.
