Recommended Action
I move that Council approve services agreement no. AGR 25-922 with Lee-Sure Pools, Inc. in an amount not to exceed $1,404,762.43 plus Applicable Gross Receipts Tax for Aquatic Center Pool Resurfacing and Restoration and Establish a Project Budget in the Amount of $2,000,000.

Body
The Larry Walkup Aquatic Center was built in 1984 which included the Olympic and Therapy pools. The Olympic pool has been an endeared facility to the Community, the High School Swim and Dive teams, and is internationally recognized as an excellent training facility due to Los Alamos’ high elevation.
Throughout its life, the Olympic pool has received yearly periodic maintenance and multiple minor repairs that have kept the pool surface in excellent operational condition for longer than the anticipated 25-year life cycle. However, after 40 years of service, the pool plaster is showing signs of aging. For instance, cracks have appeared at multiple locations, rust is bleeding into the water from the pool shell steel reinforcement at multiple locations, grates and suction inlets are outdated and due for replacement, many pool lights are outdated and non-functional, and tile is due for replacement. All this evidence indicates that it is time to make more substantial repairs and install a new plaster finish coat.
In addition to pool repairs and plaster restoration, staff have identified other items in need of addressing. These items include the following: re-tile the toe ledge; tiled swim lanes, depth indicators, wall targets, and ‘no diving’ safety signage; new hand...
