Approval of the Submission of the 2025 Capital Outlay Grant Application to the Aging & Long-Term Services Department (ALTSD)
Recommended Action
I move that Council approve the submission of the 2025 Capital Outlay Grant Application to Aging and Long-Term Services Department (ALTSD).
County Manager's Recommendation
The County Manager recommends that Council approve the approve the request to submit the 2025 Capital Outlay Grant Application to ALTSD.
Body
In September 2023, Los Alamos County submitted a local infrastructure capital improvement plan (ICIP) to the New Mexico Department of Finance and Administration (DFA) to establish priorities for anticipated capital projects related to our Senior Centers. One of the main priorities is an extensive upgrade to the HVAC, electric, flooring, and windows at the Betty Ehart Senior Center, located at 1101 Bathtub Row. These items have exceeded their expected lifespan, and must be replaced/upgraded in order to provide a safe and comfortable center for members to enjoy.

The Aging and Long Term Services Department (ALTSD) allows Counties and Senior Centers to annually submit a request for Capital Outlay funds, to support the renovation, construction, and/or code compliance of senior center facilities. This consent agenda item would allow the County to submit the Capital Outlay request by the May 15, 2024 deadline, in support of the renovations described in the ICIP for Betty Ehart. If approved by ALTSD, this request will be presented to the State Legislature in January 2025 for potential bond issuance.

The total cost of these renovations to the Betty Ehart Center are $5,230,000. The total requested amount for this year’s Capital Outlay submission to ALTSD will not exceed $3,225,570. This includes a request for the design phase, and initial construction costs, ($3,140,000) as well as a separate ALTSD submission for a new meal delivery vehicle, in order to expand capacity to deliver meals to older adults that may ...
