Board/Commission Appointment - Historic Preservation Advisory Board
Recommended Action
I nominate Carrie Gregory, Rachel Adler, and Irene Powell to fill two vacancies on the Historic Preservation Advisory Board and move that Council appoint two applicants to the vacant positions as follows:

By roll call vote, Councilors shall vote for up to two nominees, and the two nominees receiving the highest vote totals of four or more votes shall be appointed to fill terms beginning May 1, 2026, and ending April 30, 2029
Body
The purpose of this agenda item is to fill two vacancies on the Historic Preservation Advisory Board (HPAB) for terms beginning May 1, 2026, and ending April 30, 2029. The HPAB consists of five members serving three-year terms.

There are three applicants for the two available positions. The applicants are:

Carrie Gregory [D]
Rachel Adler [D]
Irene Powell [D]

The interview panel reviewed the applications and recommends the reappointment of Carrie Gregory and the appointment of Rachel Adler. The panel’s recommendation is included in Attachments B and D.

The current membership is as follows:

Vacant: May 1, 2026 to April 30, 2029
Vacant: May 1, 2026 to April 30, 2029
Vacant: May 1, 2026 to April 30, 2029
Vacant: October 1, 2023 to September 30, 2026
Patrick J. Cruz [D], Term: October 1, 2023 to September 30, 2026

For this five-member Board, the County Charter limits the maximum number of members from the same political party to three. One registered Democrat is currently seated, and all three applicants are registered Democrats. Therefore, only two of the three applicants may be appointed in order to comply with the County Charter restriction on political party majorities for Boards and Commissions.
