Recommended Action
I move that Council approve the updated Policy 1735 "Use and Rental of County Facilities/Lands”, effective October 1, 2025.

Body
Policy 1735 is a policy that provides information about the fees and use of facilities and lands owned by the County that are available for public use. The most recent update to this document was in 2021. Since then, County staff has worked to update the policy to reflect current information, including new facilities, enhancements and procedures that have been implemented since the last revision.
Key changes to the current version of Policy 1735 provide an overall positive benefit to the community. Highlights of these changes include:
• The personal vs. business rate distinction was removed; a single "one rate" now applies to both, based on the former personal use rate.
• Mobile food vending and permits are now available through the Community Development Department (CDD).
• New benefits added for foster families and children in CYFD custody, including free or discounted access to the Aquatic Center, Ice Rink and Golf Course.
• Family rates have been added to the recreation appendix structure.
• Los Alamos Airport has been added as a location option for small meetings.
Reviews and feedback from the Parks & Recreation Board and community members were taken into consideration, and changes were made as deemed necessary based on input. The Policy was presented to the Parks & Recreation Board as an agenda item in June, July, August, and September for public comment and review.
