Title

Approval of NMED Grant Contract No. 22 667 2060 0012, in the amount $291,709.00, for the Los Alamos Canyon Creek Watershed Restoration and Sediment Reduction Project and Authorize the Utilities Manager to Execute the Grant Agreement

Recommended Action

I move that the Board of Public Utilities approve NMED Grant Contract No. 22 667 2060 0012, in the amount $291,709.00, for the Los Alamos Canyon Creek Watershed Restoration and Sediment Reduction Project and Authorize the Utilities Manager to Execute the Grant Agreement, and forward to Council for approval.

Staff Recommendation

Staff recommends that the Board approve as presented.

Body

The Los Alamos Canyon Stream Channel Restoration Project is a jointly-funded venture with Los Alamos County,  the Department of Public Utilities and the New Mexico Environment Department through the River Stewardship Program to repair riparian areas and wetlands.  Through erosion and flood events, the Los Alamos Canyon stream channel has been damaged several times, necessitating repairs and management practices as proposed by this program.  The project will utilize natural materials and ecological methods to promote improved stream flow, while minimizing excessive sediment transport.

Alternatives

If the board does not approve the grant agreement the funding opportunity will be lost.

Fiscal and Staff Impact/Planned Item

$800,000 is included in the fiscal year 2022 budget for this project in anticipation of a grant award of $300,000 plus a DPU contribution of $250,000 and a County contribution of $250,000.  The grant award from the River Stewardship Program was slightly less than $300,000 at $291,709.
