Title

Incorporated County of Los Alamos Ordinance No. 02-369 an Ordinance Amending the Code of Ordinances of the Incorporated County of Los Alamos by Adding to Chapter 38, Traffic and Vehicles, a New Article XV Relating to Automated Speed Cameras

Recommended Action

I move that Council adopt Incorporated County of Los Alamos Ordinance No.  02-369; I further move that, upon passage, the Ordinance be published in summary form.

County Manager's Recommendation

The County Manager recommends that Council adopt Incorporated County of Los Alamos Ordinance No. 02-369.

Body

Los Alamos County has identified a significant public safety concern related to drivers exceeding posted speed limits, leading to an increase in traffic-related injuries and fatalities. In response, the Police Department proposes implementing automated speed enforcement measures to enhance existing traffic regulations and improve public safety.

 

These measures will utilize automated speed cameras to detect violations and automatically issue fines, aiming to reduce excessive speeding and its risks.

 

If approved after the public hearing, the ordinance will amend Chapter 38 of the Code of Ordinances by adding Article XV, which will outline the automated speed camera enforcement framework and establish procedures for issuing fines and contesting violations.

Alternatives

Council could decide to not approve Ordinance No. 02-369 or ask for changes to the ordinance.

Fiscal and Staff Impact/Unplanned Item

If the Ordinance is passed, a budget option to implement the initial program costs would be presented to Council for consideration.  Estimated initial hardware, software, and administrative costs are approximately $300,000.  The revenue generated from the program will be allocated to Los Alamos County to support traffic and safety programs, in accordance with state law.
