Title

Approval to Convert One Overfill Full Time Employee to a New Regular Full Time Employee Position in the Electric Distribution Division and Approve the Electric Distribution Superintendent Job Description and the Corresponding Amendment to the Fiscal Year 2026 Salary Plan

Recommended Action

I move that Council approve the conversion of one Overfill Full Time Employee to a new Regular Full Time Employee position in the Electric Distribution Division and approve the Electric Distribution Superintendent job description and the corresponding amendment to the Fiscal Year 2026 Salary Plan.

Utilities Manager Recommendation

The Utilities Manager recommends that Council approve the motion as presented.

Board, Commission or Committee Recommendation

The Board of Public Utilities reviewed this request at their regular meeting on September 17, 2025 and recommends that Council approve the motion as presented.

Body

A new position in the Electric Distribution Division of the Department of Public Utilities is proposed by converting one of the three overfill positions approved in the FY2026 budget into an Electric Distribution Superintendent. This position was a key recommendation of the Distribution System and Electrification Study and will oversee the day to day activities of the three line crews.

Back in 2008, DPU had an Electric Distribution Superintendent on its payroll but was eliminated after this person left this role. This job description was pulled from the archives, updated, and has been reviewed, and realigned in accordance with the Fiscal Year 2026 Salary Plan Job Class Order. The position has been budgeted at the salary midpoint for the assigned job code.

Alternatives

If Council decides not to approve, the Department of Public Utilities will not fill the position of Electric Distribution Superintendent.
