Title

Discussion and Possible Action on the Los Alamos County Policy Proposal on DOE Grant Program to the National League of Cities (NLC)

Recommended Action

I move that Council approve the submission of the "Support and Advance Cities Impacted by Federal Facilities and Infrastructure through Community Benefit Programs" policy proposal to the National League of Cities policy process for consideration.

County Manager's Recommendation

The County Manager recommends that the Council approve the policy proposal for submission as requested.

Board, Commission or Committee Recommendation

The County Council Federal Working Group recommends approval of the proposed policy for submission to the National League of Cities.

Body

The National League of Cities (NLC) develops annual policies for which the organization and its members advocate.  Policies are updated twice per year. The proposed policy included in this item would support the goals of Los Alamos County. While formatting has been changed to match that of the required NLC format, it mirrors the National Association of Counties (NACo) adopted resolution put forward by Councilor Ryti for the development of a Department of Energy (DOE) grant program to support DOE communities' needs. This policy also has language included by our counterparts from Oak Ridge, TN, and includes a provision to require DOE to implement Community Benefit Plans which include stakeholder communications and engagement. If approved by NLC, the policy would find additional support through the advocacy of staff of NLC and through the nation-wide municipal membership of NLC.

Alternatives

The Council could choose to allow staff to submit the proposal under consideration to NLC without endorsing the policy.

If approved there would be little to no fiscal or staff impact.
