Revisions to the DPU Rules & Regulations - Sewer

Staff have made the following proposed revisions to the DPU Sewer Rules:

Amendment to Sewer Rule S-2.04 REQUIREMENTS OF SERVICE CONNECTION

H. through J.- These sections have been added to describe the newly created “low pressure system” district that now exists on DP Road, and what the requirements are to install a connection.  There is not a County gravity main on DP Road below fire training tower due to the topographic situation that isolates it from the rest of the gravity-served system.  A County-owned and maintained low-pressure collector was installed to provide an alternative to privately owned, aging and problematic septic systems that have served the commercial and residential water customers for many years.  The new system allows the customer to install a type of pump and pressure pipe (low pressure connection) system to the County’s pressured sewer collector in lieu of replacing or installing a septic system, which are no longer being permitted by the State.

Amendment to Sewer Rule S-3.02 UTILITY RESPONSIBILITY             

B.- Clarify that the DPU performs maintenance in sewer service lines that have been accepted by the DPU upon customer’s request.

Amendment to Sewer Rule S-3.03 CUSTOMER RESPONSIBILITY
A.- Clarify what actions require a qualified contractor

B.- Clarify language regarding the existence of, or development of a property line clean-out, and who has, or will have maintenance responsibility once the service line beyond the property line is inspected and accepted by the DPU.

C.- Clarify language regarding customer responsibility for maintenance of sewer service lines with or without an accepted property line clean-out

D.- Clarify language regarding what steps and procedures are required to develop a property line clean-out (when one did not previously exist) and create a demarcation line in the service line for maintenance responsibility shared between the c...
