Title
Award of Bid No. IFB 24-07R for the Purpose of Bayo Compost Area Expansion to DUB-L-EE, LLC in the Amount of $1,390,072.35

Recommended Action
I move that the Board of Public Utilities Approve the Award of IFB No. 24-07 for the Purpose of Bayo Compost Area Expansion with DUB-L-EE, LLC in the amount of $1,264,072.35 and a contingency in the amount of $126,000.00, for a total of $1,390,072.35, plus applicable gross receipts tax and forward to Council for approval.

Utilities Manager's Recommendation
The Utilities Manager recommends that the Board approve as presented.

Body
The existing compost site is in need of both rehabilitation and expansion. The existing lined area where the sludge is handled was constructed with 12" of soil to protect the liner. The sludge processing activity has eroded this layer through the years and the protective layer is much less than 12" in places and the liner has been damage as a result An additional 12" layer of dirt will be placed over the existing lined area to provide the required protection. Note that when the liner is torn, it must be repaired to avoid any potential ground water contamination.

Once the new White Rock Water Reclamation Facility is placed into service next year the sludge will be transported to the composting site for processing. Additional space is required to handle the added volume of sludge that will be processed. The retention pond must be up-sized to handle runoff from the new 40,000 SQ-FT of lined area.

Alternatives
If the project is not awarded staff will continue to pursue the improvements to avoid additional damage to the liner and potentially face regulatory penalties. The site expansion will still be needed to process the White Rock sludge.

Fiscal and Staff Impact/Planned Item
$1,238,000 was budgeted in FY24 for the project, but $419,235 was reallocated to the 33rd & 34th Street Water and Sewer upgrade project when bids received were significantly high for the sewer port...
