Title

Presentation and Discussion on LEDA for Retail Program Structure and Process

Body

In 2021, the New Mexico State Legislature amended the Local Economic Development Act (LEDA),through the adoption of Senate Bill 49, to allow municipalities to use municipal funding for retail businesses in their communities.

The 2024 National Community Survey results continue to confirm the resident's desires for more downtown vitality. Retail gap data show food services, clothing and health/personal care stores as top retail gaps along with gas stations (Attachment B).

Staff will present a proposal (Attachment A) to initiate a new LEDA for Retail program and discuss the goals, criteria, steps and timelines.
