Overview of Proposed Modification to the Department of Public Utilities Rules & Regulations GR-18 Utility Assistance Program

The Utility Assistance Program is intended to support qualified low-income residential customers of the utility. Assistance is available from October 1 through March 31 each year, and year-round for residents aged 65 or older, as well as for account holders who qualify through Supplemental Security Income (SSI). In addition, one-time assistance may be provided to account holders who demonstrate need resulting from unforeseen circumstances. The program is funded voluntarily through contributions from residents of Los Alamos County.
In July 2023, the minimum and maximum assistance amounts were increased to $17 and $138, respectively. Since that time, utility costs have risen by approximately 14% based on the average household usage, comparing October 2023 to October 2025 rates. To align with these increased rates and ensure adequate support for low-income households, we propose raising the minimum assistance to $20 and the maximum to $158.
The Utility Assistance funds ending balance for Fiscal Year 2025 was $26,014. At this time, no modifications are recommended to the one-time assistance benefit: the maximum amount will remain at $350.
