Discussion and Possible Support of the Council Charter Review of Utilities Profit Transfer; Council Procedures for Filling Partial Terms of Elected Officials; and Party Affiliation Requirements for Boards and Commission Members
Recommended Action
I move that the Board support County Council’s recommendation to have the County Manager draft an ordinance to formally propose the following change(s) to the Charter: remove paragraph “6. Any remaining funds shall be transferred to the County General Fund” in Section 509 of the Charter; and ____________.
Board, Commission or Committee Recommendation
The Charter Council Working Group recommends changing the Charter language concerning party affiliation requirements for all Boards/Commission except Planning and Zoning Commission, Board of Public Utilities, and Personnel Board.
Body
The County Council have recently discussed possible changes to the Charter. Chair Randall Ryti formed a Council Working Group consisting of Councilors Theresa Cull, Melanee Hand, and David Reagor. The Council Working Group met and discussed the following Charter changes. On June 9, 2026, County Council considered revising the three sections below. Draft meeting minutes are not yet available for review, however, BPU can listen to the Council meeting in the link provided below. Once draft minutes are prepared by the County Clerk, staff will forward to BPU. Below includes all the items Council considered on June 9 and are included for completeness and the other two items are not germane to DPU. However, the motion above can be amended to include support for these two items should BPU desire to add support.
