Title

Discussion and Possible Adoption of Revisions to the Library Policies

Recommended action

I move that the Council adopt the revisions to the Library Policies as presented.

County Manager's Recommendation

The County Manager recommends adopting the revised Library Policies.

Board, Commission or Committee Recommendation

The Library Board took action at the October 7, 2024 meeting to approve the revisions to the Library Policies.

Body

The Library Policies have not been revised since 2019. Periodic updates of library policies are needed to address changes in laws affecting libraries, the introduction of new technologies, and changes in library operations. One of the duties of the Library Board is to “review and recommend to council written public policies to support the purpose, goals and objectives of the library...” (Los Alamos County NM Code of Ordinances). Working with the Library Manager, the Library Board reviewed the library policies and recommended revisions. 

 

Beginning in October 2023, the Library Board began a systematic review of each section of the library policies. The Board’s proposed revisions were reviewed by the County Attorney’s Office and the Library Board voted to approve the final revisions at the October 7, 2024 board meeting. A red-lined version of the draft policies is shown in Attachment C while a clean version of the draft is shown in Attachment D.  Changes to the policies are being recommended for adoption in order to bring policies into alignment with County administrative guidelines, to increase operational efficiencies, and for clarity.  Attachment B is a summary of the key changes recommended.

Alternatives

Council may choose not to adopt the policy revisions and send them back to the Library Board for further development.
