Recommended Action

I move that Council approve Revised Contract No. M25NA70521 An Easement From the DOE/NNSA to Los Alamos County for the Purpose of Installing a County Owned Fiber Optic Line in Los Alamos Canyon.

Utilities Managers Recommendation

The Utilities Manager recommends that Council approve the easement as requested.

Body

This easement was approved on March 25, 2025 by the County Council.  As part of our construction permit review the DOE/NNSA felt is was necessary to modify the easement to specifically address the installation of guy wires in the easement.

 

As part of the Department of Public Utilities (DPU) effort to replace the water production supervisory controls and data acquisition (SCADA) system, the microwave radio communication system will be replaced by fiber optic lines.  This easement will allow the DPU to connect 4 water supply wells to the new SCADA system through a new fiber optic line located in Los Alamos Canyon.  The new fiber optic line will be attached to existing LANL owned overhead power poles in the canyon.  The fiber count has been increased to have capacity to serve as a segment of the proposed middle-mile utility scale fiber optic line extension into Los Alamos.  The project is scheduled to be complete the summer of 2025.  

Alternatives

If the easement is not approved, the fiber optic line cannot be installed.
