Approval of Revisions to the BPU Procedural Rules and Reaffirmation by BPU Members
Recommended Action
I move to approve revisions to the Table of Contents and Section 3.3 of the BPU Procedural Rules.
Body
The Board of Public Utilities (BPU) reviews and revises the BPU Procedural Rules (PR), as necessary, or at least annually in accordance with Section 1.5 of the PR.
Pursuant to Section 1.5, the BPU reviewed the PR at its August 19th meeting, including revisions that were proposed by Department of Public Utilities (DPU) staff. DPU staff proposed revisions to Section 4.6 Rate Ordinances and to Section 3.3 Annual Calendar of BPU Activities in the PR. The BPU agreed with staff's recommended revision to Section 3.3 to move the approval of a resolution to remove 5-year-old uncollectable utility accounts from the A/R List from August to September. During its review, the BPU also noted that the page numbers identified in Table of Contents of the PR needed to be updated.
A redline of revised PR, with BPU's requested revisions to the Table of Contents and Section 3.3 are attached as Attachment A. Attachment B is a clean copy of the revised PR. If the revisions are approved, the Utilities Manager will update the PR and post that version on the BPU website within 30 days of the approved changes in accordance with Section 1.7 of the PR.
Additionally, article 1.9 of the PR states that each year, each board member will affirm that he/she has received, read, understands, and agrees to abide by the PR and the applicable documents referenced in its Appendix. The reaffirmation signature sheet included in Appendix A of the PR will be routed for signature after the September 2, 2026 work session. See Attachment C.
