DPU Rate Comparisons with National Data Collected by APPA and AWWA

American Public Power Association (APPA) collects national data on electric rates that is summarized in the 2026 Public Power Statistical Report (Attachment A). On Page 11 of this report, the information is from 2024 where the average residential rate is 14.3 cents per kilowatt-hour, monthly sales average 867 kilowatt-hour per month, an average monthly bill is $123.78. To compare this with DPU using FY 25 rates that includes the last half of calendar year 2024, DPU would be 14.13 cents per kilowatt-hour, and using the same average sales of 867 kilowatt-hour per month, equates to an average monthly bill of $122.51 plus the monthly service charge of $12.60 for a total of $135.11 per month.
American Water Works Association (AWWA) collects national data on water and wastewater rates that is referenced in the 2025 AWWA Utility Benchmarking Performance Management for Water and Wastewater that benchmarks data from 2024 for 75 key performance indicators. On pages 86-88 this report (Attachment B), the information is also from 2024 for water and wastewater rates. The water data is presented on an average usage of 7,500 gallons or 1,000 cubic feet with a median cost of $51.77per month (Table 3-4A). To compare this with DPU using FY 25 rates that includes the last half of calendar year 2024, DPU would be $56.48 for water purchased plus a monthly service charge of $16.69 for a total of $73.17 month. The wastewater data presented on aggregate data for residential wastewater service charges (Table 3-4E) has a median of $45.41/month and in using FY 25 rate DPU is $50.77 per month.
American Public Gas Association (APGA) does not collect rate data as part of their benchmarking program.
