Recommended Action

I move that the Board of Public Utilities affirm Incorporated County of Los Alamos Ordinance No. 743; An Ordinance Authorizing Los Alamos County to Execute an Amendment to Existing Loan Subsidy Grant Agreement CWSRL EQ 135 for Additional Funding in the amount of $700,000 from the New Mexico Environment Department Clean Water State Revolving Loan Program for the Bayo Non-Potable Booster Rehabilitation Project and forward to Council for introduction and adoption.

Utilities Manager's Recommendation

The Utilities Manager recommends that the Board affirm Ordinance No. 743 and forward to Council for introduction and adoption.

Body

The Bayo Booster Station, located adjacent to the composting facility, pumps treated effluent from the Los Alamos Wastewater Treatment Plant up to a tank near the Los Alamos Middle School.  Bids were received and were above the approved budget for the project.  The overrun will be funded by increasing the existing Clean Water State Revolving Loan CWSRl EQ 135 by an amount of $700,000.  This additional funding will be in the form of a loan with a 20 year term at 0.01% interest.  Ordinance No. 743 authorizes the execution of the amendment to the existing loan/subsidary agreement to secure the $700,000.

Alternatives

If the Board does not approve the ordinance the project will be deferred until funding can be secured.

Fiscal and Staff Impact/Planned Item

The project has been budgeted through Water Production in FY 2025 in the amount of $1,000,000.00.  The project is funded by a Clean Water State Revolving Loan...
