Recommended Action
I introduce, without prejudice, Incorporated County of Los Alamos Ordinance No. 753; An Ordinance Authorizing the Lease of Restaurant Space at the Golf Course to the 19th Hole Sports Pub LLC , a New Mexico Limited Liability Company, to Provide Food and Beverage Services, and ask staff to assure that it is published as provided in the County Charter.

The County Manager recommends that Council introduce this Ordinance.
Body
The contract between Los Alamos County and Cottonwood on the Greens, the current restaurant operator at the Los Alamos County Golf Course, ended on December 31, 2025.
On September 5, 2025, County staff issued a Statement of Interest (SOI) requesting proposals from qualified individuals or businesses interested in operating a food and beverage service at the Golf Course restaurant space. The SOI outlined expectations for year-round restaurant service, golf tournament support, and community event catering.
To support interested party's due diligence, on-site walkthrough's of the restaurant space were conducted and SOI's were received on October 10, 2025 from the following entities:
1. 19th Hole Sports Pub
2. Fiori e Sale
3. 9th at 9
Cottonwood on the Greens did not submit a proposal for a new lease.
County staff evaluated the proposals based on the criteria outlined in the SOI, including operational experience, business concept, ability to meet golf course and community needs, and overall feasibility. Following evaluation and a series of meetings with the preferred proposer, staff determined 19th Hole Sports Pub to be the successful offeror.
