Approval of Change of Emergency Management FTE from Limited Term to Regular
Recommended Action
I move that Council approve the change of the Emergency Management FTE from Limited Term classification to Regular classification.
County Manager's Recommendation
The County Manager recommends that Council approve the action.
Body
A new position in the Emergency Management division of the Police Department was approved by Council for FY2025. This position, Emergency Management Coordinator, was designated as a Limited Term position at the time of approval. At the time of the development for the FY2026 budget, the County Manager decided to transfer the position Full-Time Equivalent (FTE) from Limited Term to Regular as part of the base budget of the Police Department. Unfortunately, this item was inadvertently not completed in the proposed and adopted FY2026 budget. Therefore, this item is before Council to formally make this change from Limited Term to Regular for this FTE.

This position has enhanced the services provided by the Emergency Management team. Accomplishments this year include:
--production of a preparedness-themed commercial featuring Penny the Pup, now showing at the SALA Theater, which has broadened public awareness and encouraged CodeRED sign-ups
--oversight of the Local Emergency Planning Committee (LEPC) meetings and increased stakeholder participation by over 300%, bringing in new partners from local businesses and neighboring jurisdictions
--developed and delivered a business preparedness presentation has been widely praised and directly strengthened local resilience
--made meaningful contributions to plan development, including assisting with the Continuity of Operations Plan (COOP) and initiating the County’s Reunification Plan and conducting the Countywide COOP exercise.
