Title
Award of RFP No.22-19, and AGR22-19 in the Amount not to exceed $250,000.00 plus Applicable Gross Receipts Tax, for a three-year term, to Federal Engineering, Inc., for project management and consulting services for the Police and Fire CAD, Mobile Software Systems, Police Records, and Jail Management (CMRJ) system replacement.
Recommended Motion
I move that Council Award of Bid No. AGR22-20 in the Amount not to exceed $250,000.00 plus Applicable Gross Receipts Tax, for a three-year term, to Federal Engineering, Inc., for project management and consulting services for the Police and Fire CAD, Mobile Software Systems, Police Records, and Jail Management (CMRJ) system replacement.
County Manager's Recommendation
The County Manager recommends that Council approve the motion as presented.
Body
On July 30, 2021, the County advertised a formal competitive solicitation for project management and consulting services through Request for Proposals No. 22-19. Three proposals were received on August 19, 2021, and the evaluation committee is recommending award to Federal Engineering for these services.
Federal Engineering will provide consulting services to assist the County in building the necessary requirements, developing the request for proposal, and assisting with the evaluation and selection of a software vendor for the replacement of the public safety CMRJ system during Phase I. Federal Engineering will then provide project management services during the implementation phase of the project during Phase II.
The County is under time constraints to meet the current public safety CMRJ system end of life, and must procure a software replacement. Given the success of the model of enlisting consultants to assist internal staff with the industry specific needs assessments and requirements building during the County's ERP system replacement, staff recommends taking the same approach for this much needed assistance on this critical software replacement project.
