Recommended Action
I nominate Stephanie Nakhleh (incumbent), Donald Ulrich (new applicant), Dianne Wilburn (new applicant), Christina Olds (new applicant), Evan Rose (new applicant), Lisa Reader (new applicant) and Ramiro Pereyra (new applicant), to fill four vacancies on the Parks and Recreation Board and move that Council appoint four nominees to the vacant position(s) as follows:
By roll call vote, Councilors vote for four nominees and the four with the highest vote total of four or more be appointed to fill terms beginning on December 1, 2017 and ending on November 30, 2019.

The Parks and Recreation Board is a seven-member board with staggered two year terms beginning December 1 and ending November 30. A copy of the current Board Member list is attached for reference (Attachment A).
The four vacancies represent the expired first term for Stephanie Nakhleh and the expired terms for Melanee Hand, Paul Cook and John Russell. Ms. Hand and Mr. Cook have finished their second terms and Mr. Russell decided not to apply for re-appointment at the end of his first term.

The purpose of this item is to fill four vacancies on Parks & Recreation Board. Three vacancies represent expired terms vacated by Melanee Hand, Paul Cook and John Russell which ended on November 30, 2017. One vacancy represents an expired first term currently filled by Stephanie Nakhleh. Ms. Nakhleh is eligible and interested in being re-appointed for a second term.
This seven-member board has two-year staggered terms and is currently composed as follows: Stephanie Nakhleh (Chair) [D], Dana Dattelbaum [D], Robbie Harris [R], and Dina Pesenson [D].
All of the applicants were interviewed between January and February 2018 by interview committees that consisted of the following two panels:
1) PRB Chair: Stephanie Nakhleh; Council Liaison: Pete Sheehey; and Staff Liaison: Christopher Wilson.
2) Stephanie Nakhleh’s panel consisted of: PRB Vice Chair: Dana Dattelbaum;
Council Liaison: Pete Sheehey; and Staff Liaison: Christopher Wilson.
The interview committee found all applicants to be well qualified and hope that all will eventually have an opportunity to serve on the PRB, if not immediately then in the future.
The interview panel makes their recommendation based on seeking a balance among the currently serving board members and the backgrounds, experience and skills of the applicants. The attached application packets include the applications and interview notes by the interview panel. Given County Charter prohibition against more than a simple majority of any political party that means that both the Republican and Independent applicants can get appointed - but only two of the Democrat applicants can get appointed.
