Title
Incorporated County of Los Alamos Code Ordinance No. 02-283, an ordinance amending Chapter 8, Article III of the Los Alamos County Code of Ordinances to clarify membership eligibility and duties and responsibilities assigned to the Historic Preservation Advisory Board.
Recommended Action
I introduce, without prejudice, Incorporated County of Los Alamos Code Ordinance No.02-283, an ordinance amending Chapter 8, Article III of the Los Alamos County Code of Ordinances to clarify membership eligibility and duties and responsibilities assigned to the Historic Preservation Advisory Board and ask the staff to assure that it is published as provided in the County Charter.
County Manager's Recommendation
The County Manager recommends that Council introduce this Code Ordinance.
Board Recommendation
The Historic Preservation Advisory Board (HPAB) approved the changes to Chapter 8, Article III at its Wednesday, March 7 HPAB meeting.
Body
Historic Preservation Advisory Board is applying to the New Mexico Historic Preservation Division (NMHPD) to become a designated Certified Local Government (CLG). This designation is designed to promote the identification, evaluation, nomination, and protection of cultural properties. This program enables a partnership to be established between Los Alamos County and the NMHPD, and encourages and expands local involvement in preservation issues. Such a partnership helps to assure that:
• The historic preservation issues are addressed by the HPAB and County government and are integrated in the Community Development Department planning and decision-making process;
• Information concerning local historic preservation issues is provided to the NMHPD and to the public;
• Existing archaeological records, in addition to an inventory of historic and cultural properties, are maintained by the NMHPD and provides the County information in identifying and defining historic buildings, landmarks and historic districts.
By becoming a CLG, the County will be eligible to apply for grants established annually by the NMHPD that are available for archaeological and architectural surveys of buildings, landmarks, trails, districts, etc. for historic preservation designation. The County may also receive technical and advisory services from the NMHPD.
Alternatives
Council may choose to maintain current Ordinance No. 02-283 as written. However, under the current Ordinance, the County of Los Alamos is not eligible for CLG status.
Fiscal and Staff Impact/Planned Item
Staff will be able to apply for State and Federal grants on behalf of the County and HPAB to further historic preservation goals including maintenance and preservation projects.
