Title

Recommendation from the Art in Public Places Board for an Expenditure of Art in Public Places Funds in an Amount not Exceed $1,500 to Repair and Improve the Appearance of the Sculpture Base for the Oppenheimer and Groves Historic Sculptures

Recommended Action

I move that Council approve the expenditure of Art in Public Places Funds in an  Amount not to exceed $1,500.00  for the Purpose of Repairing and Improving the Appearance of the Concrete Base of the Oppenheimer and Groves Historical Sculptures.

County Manager's Recommendation

The County Manager recommends that Council approve this APPB recommendation as requested.

Board, Commission or Committee Recommendation

This recommendation was approved by the Art in Public Places Board on April 16, 2018.

Body

The Art in Public Places Board is seeking Council approval to expend Art in Public Places funds to repair and improve the appearance of the concrete and stone base of the Oppenheimer and Groves bronze historical sculptures.

The concrete base is stained and has developed cracks. Please reference the photographs provided as Attachment A. The Community Services Parks, Recreation and Open Space Division (PROS) has obtained quotes from local contractors to perform the following work: pressure wash and prep the star; reinforce the cracks with mesh to prevent the cracks from quickly reappearing, and re-finish the concrete star with Ardex cement finish.  The lowest quote was approximately $1,300.

The PROS Division recently removed the tuff stones originally placed around the edge of the base because those stones were crumbling due to the Los Alamos weather cycles  and/or the heavy foot traffic around the sculptures. The deteriorating stones not only looked bad, but were also creating a tripping hazard for visitors to the sculptures. The PROS Division has now placed new sod around the edges of the base.

With Council's approval this evening, APPB funds will be used to repair the cracked, stained concrete star and improve its overall appearance.

Alternatives

Council can reject the APPB recommendation

Council can direct the PROS Division to cover the cost of the work through the PROS budget

Council can direct the APPB to gather more information and make a different recommendation

Fiscal and Staff Impact/Unplanned Item

There are sufficient funds in the Art in Public Places Account to cover the recommended expenditure.
