Recommended Action

I move to approve Incorporated County of Los Alamos Resolution No. 18-12 to authorize the application to Federal Transit Administration (FTA) for a Bus and Bus Facilities 5339(b) Discretionary Program 2018 Funding Opportunity for the 2018 Federal Fiscal Year; committing to the local match in the amount of $ 371,874; $185,937 for the 2019 Fiscal Year and $185,937 for the 2020 Fiscal year toward the estimated grant amount of $1,859,370, to fund the capital needs of the system.

County Manager’s Recommendation

The County Manager recommends that Council approve the Resolution as presented.

Body

The County has been utilizing FTA federal transit funds to provide administrative, operating and capital assistance for Atomic City Transit since 2007.

 

The grant application was made available by the NMDOT Transit and Rail Division on May 1, 2018 and applications are due to FTA by June 18, 2018; for an estimated amount of $1,859,370 to fund one fixed-route replacement vehicle and one expansion vehicle to support the 2-Peak Service (buses) with electric powered vehicles and the purchase of two plug-in charging stations. Currently the 2-Peak Service is using a spare bus that reduces our spare ratio and reliability. The Low or No Emission grant application to be submitted is “scalable” with the purchase of one vehicle and one plug-in charger in FY 2019 and a second vehicle and plug-in charger in FY 2020.  The application will identify and budget $185,937 of NCRTD revenues as the local match requirement for each fiscal year.  Incorporated County of Los Alamos Resolution No. 18-13 commits the local match for the grant in its entirety, in the amount of $371,874.

 

DPU and County Council have a goal to have the electric supply carbon free and these two electric busses will allow for a portion of the County Fleet to also be carbon free.

Finally, it is anticipated that these electric busses can be wrapped to help promote the Manhattan Project Historical National Park and placed in service for Route 1, downtown circulator or connections to White Rock by 2 Peak.

Fiscal and Staff Impact/Planned Item

The proposed project will replace a 2011 GCII Glaval E350- Super Duty Bus that was not funded through the NMDOT Rural Formula grant funding for FY19.  This vehicle has exceeded its useful life in miles in 2019 with a total of 268,217 miles.  The federal match is estimated to be $185,937 for FY 19 and $185,937 in FY 20 for the second expansion vehicle.  The source of the local cost share will be the Regional Transit Gross Receipts Tax that is collected by Los Alamos County and is proposed to be approved by the NCRTD board of directors July 2018.  In FY2019 (July 1, 2018 - June 30, 2019), the amount of transit gross receipts tax estimated to be returned to the County is $1,466,600. For FY2020 it is assumed NCRTD funds will be the same or slightly higher amount.
