Board Appointments for the newly established Community Development Advisory Board.
Recommended Action
I move to nominate Nancy Cerutti, Denise Derkacs, Anna Dillane, Cindy Hollabaugh, Jaime Kennedy, Catherine Ozment, Andrea Pistone, Daniel Seitz, Rose Stephens, Aaron D. Walker, Julie Walker, Laura Burrows, William Dai for the seven (7) vacancies on the newly established Community Development Advisory Board. I further move that Council appoint the nominees to the vacant positions by roll call vote. Each Councilor can vote for up to seven (7) nominees. The seven nominees with the highest vote counts of four or more will be appointed to one of two terms as determined by the County Council Chair: a partial term beginning August 15, 2018 and ending on August 14, 2019 or, a full term beginning on August 15, 2018 and ending on August 14, 2020.
**If Catherine Ozment is one of the seven nominees who receives the highest vote of four or more, Council will need to take a second action to acknowledge and approve concurrent membership on the Art in Public Places Advisory Board (Ms. Ozment’s current term on the Art in Public Places Advisory Board ends March 24, 2019), as follows:
I move Council acknowledge that Catherine Ozment intends to continue serving on the Art in Public Places Board while serving on the Community Development Advisory Board, Council finds these two positions not incompatible, Council approves of her serving concurrently on both boards, and hereby appoints Catherine Ozment to the Community Development Advisory Board.
Body
The purpose of this item is to fill seven current vacancies on the newly established Community Development Advisory Board (CDAB). There are currently seven vacancies on this seven-person board.
The Community Development Advisory Board consists of seven (7) members appointed by Council with three (3) members appointed to a partial term beginning August 15, 2018 and ending on August 14, 2019 and with four (4) members appointed to a full term beginning on August 15, 2018 and ending on August 14, 2020.
Thirteen (13) applicants were interviewed on July 9th, 10th and 30th, 2018 by a committee consisting of Chair Izraelevitz, Councilor Antonio Maggiore, Councilor Reiss, and staff liaison to CDAB, Paul Andrus. Two candidates, Christina Hanson and Monica Avery withdrew from the process. Diana Graham did not appear to her interview and staff was unable to contact her. Each candidate appointed to the Board will be required to sign a Real Estate Disclosure form and a Disclosure of Outside Employment, Membership and Financial Interest form.
The interview committee recommends to Council the appointment of the following applicants:
Denise Derkacs (D), Cindy Hollabaugh (R), Jaime Kennedy (D), Catherine Ozment (D), Andrea Pistone (I), Aaron Walker (L), William Dai (I).
The interview committee found all applicants to be well qualified and hoped that all would have the opportunity to serve on the Board. The interview committee made their recommendation based on the backgrounds, interests and skills of the applicants. In addition, the interview committee was mindful of having balanced representation of both Los Alamos and White Rock on the Board as indicated in the enabling Ordinance.
At the completion of the current one (1) and two (2) year terms, the rotation of appointments will be to staggered terms of three (3) years. Party affiliations are noted as [D] Democrat, [R] Republican, [I] Independent, [G] Green, [L] Libertarian, [DTS] Declined to State, and [N] Not Registered to Vote. The newly appointed members must be selected from one of the party affiliations, with no more than three (3) candidates from a single party. Appointing any of the nominees will not violate the County Charter restriction concerning political party majorities on Boards and Commissions.
