Title

Approval of Purchase Dell VxRail Hyperconverged Server Infrastructure for Purpose of Replacing the Current End-of-Life MUNIS Server System and Associated Licensing.

Recommended Action

I move that Council approve the purchase from Vantage Point Corp of Dell VxRail Hyperconverged Server Infrastructure in an amount not to exceed $299,296 plus Applicable Gross Receipts Tax, for purpose of replacing the current end-of-life Munis server system and associated licensing.

The County Manager recommends that Council approve the motion as presented.

Body

The purpose of this procurement is to create an infrastructure that meets current, and future, requirements for upgrades to the Tyler Munis ERP system.  This procurement is being done through a recognized pricing agreement, however competing quotes were obtained and this vendor also offered the best price.

 

Tyler Technology offers MUNIS major software upgrades through it “Evergreen Philosophy”.  The County agreement with Tyler specifically states that the County shall not be more than two major versions behind current for support purposes.  The intent of the server upgrade is to provide a path forward to upgrade MUNIS to version 2018 or 2019 depending on the formal release date.

 

Los Alamos County purchased the Current SimpliVity Hyperconverged Infrastructure (HCI), for the ERP upgrade project, on June 30, 2016 with a three-year warranty.  Within six months of the purchase Hewlett Packard Enterprise (HPE) purchased SimpliVity and issued an end-of-sale/end-of-support deadline that coincided with the product end of warranty date rendering the County unable to update or grow capacity on the current system.  The change in status of the current infrastructure requires that a new system be stood up to allow current and future MUNIS upgrades to proceed.

 

The VxRail system includes licensing for VMware vSphere Enterprise, Recovery Point software (used to transfer system to and stand up the Disaster Recovery site), 36 months support on all components with 4-hour on-site response. As well as implementation, configuration and training on the VxRail HCI system.  After the warranty period costs attributable to hardware and software licenses will be requested as a function of the Information Management operational budget.

Alternatives

The MUNIS software requires upgrade to either version 2018 or 2019.  The only alternative is to remove the three test environments from the current infrastructure and run the upgraded software version and the current production environment in parallel.  Once the upgraded environment has been moved to production the current system could be removed and the test environments recreated if system resources are available.  However, there is a high risk that the current test environments would not be recreated due to space and resource constrains.  In addition, the SimpliVity system is not under warranty and the product line has been discontinued due to the HPE purchase of SimpliVity technology. 

Fiscal and Staff Impact/Planned Item

Funds are available in the existing MUNIS project budget.  The total cost is $299,296 dollars plus applicable Gross Receipts Tax for a three-year period. 

 

Staff Impacts will include: Information Technology staff resources and time, in cooperation with supplies, to implement, configure and make the new HCI environment available to Tyler Technology for Munis upgrade installation.  Resources from the County departments will need to be available after installation to test and recommend placing the upgraded software into a production state. 

 

The system being presented has been designed to perform and accommodate growth for between 3 to 5 years.  The growth rate is based on storage and CPU data collected on the current system starting on July 1, 2017 (system go-live) to current.
