Title

Grant of Temporary Construction Easement and Permanent Utility Easement for the DOE/NNSA MSTA Building Fiber Conduit Project.

Recommended Action

I move that Council approve a grant of Temporary Construction Easement and Permanent Utility Easement for the DOE/NNSA MSTA Building Fiber Conduit Project.

Body

The U.S. Department of Energy, National Nuclear Safety Administration (NNSA), has requested that the County provide an easement to NNSA for the installation of one (1) underground fiber telecommunication conduit across County-owned lands and access to the County-owned Redi-Net pull-box to allow interconnection of Redi-Net fiber to the NNSA's MSTS Building. As provided in the attached Grant of Temporary Construction Easement and Permanent Utility Easement, such authorization includes the installation of specified underground telecommunication equipment, connectors, parts, and related appurtenances.


Attachment B to the Grant of Temporary Construction Easement and Permanent Utility Easement is the legal description of the proposed easement area, however as provided in the Grant of Temporary Construction Easement and Permanent Utility Easement, an amended legal description of the final lay of the conduit will be filed by NNSA within 30 days from the date of completion of the project.

 

At the request of County staff, NNSA provided the following project summary which is the basis for the requested easements:

 

Project Plan for Installation of LANL fiber optic cable to MSTS building

 

LANL has been tasked by NNSA to upgrade security monitor systems throughout the Laboratory.  One of these systems is at the MSTS (formerly EG&G, NSTec) facility on NM HW502 adjacent to the Los Alamos County Pajarito Cliffs facility.   In order to upgrade this system fiber optic circuits to the Laboratory’s central alarm station need to be installed. LANL has fiber near the MSTS facility available to do this that was granted under the 2012 REDInet License agreement between the County and DOE/NNSA.   This fiber passes through a Los Alamos County pull box near NM HW502 on the way to Los Alamos County Pajarito Cliffs facility building 1.  LANL would like to install a new fiber optic cable from this County pull box to the MSTS building.   The fiber optic cable will be installed in a new conduit between the County pull box and a new pull box installed on an existing conduit connecting to the MSTS building. The existing conduit to the MSTS building connects to a CenturyLink pull box that will not be disrupted.

 

Construction details:

1.                     Install a new pull box in the ground, just north of the CenturyLink pull box, which is approximately 510’ west of the MSTS building.

2.                     Trench west from the new pull box to the existing LA county pull box (approx. 740’ west of MSTS Bldg.).  Place one 4” conduit in the trench.  LA County fiber exists in this pull box and has three tubes designated for LANL use.

3.                     Install a new 24 strand fiber optic cable from the MSTS building through the existing conduit to the new pull box and through one of the new conduits to the LA county pull box. 

4.                     Install a new splice case in the LA county pull box and splice the new cable into the LA county cable heading south to White Rock.

 

The detailed drawings of the design are in the design package submitted to the County.  Installation of this cable has been discussed with IT Division staff of the County and Doug Dale of CenturyLink and will be coordinated with them during installation.

 

LANL has subcontracted this project to OR Communications. OR Communications has submitted to the County the necessary paperwork for the excavation and traffic permits. 

 

The project should be completed within 30 days of Los Alamos County granting the required permits.   The work will be done according to LANL standards and under LANL permits in addition to Los Alamos County permits.   LANL will monitor the construction and QA the work once it is completed.

Alternatives

The County could deny the request from NNSA which would not allow them to meet their security requirements.
