Title
Memorandum of Agreement (MOA) Entered into by and Between the Incorporated County of Los Alamos and the Los Alamos Public School (LAPS) for the North Mesa Housing Project.
Recommended Motion
I move that Council approve a Memorandum of Understanding entered into by and between the Incorporated County of Los Alamos and the Los Alamos and the Los Alamos Public School (LAPS) for the North Mesa Housing Project.
Manager's Recommendation
The County Manager recommends that Council approve the Memorandum of Agreement as presented.
Body
The purpose of the MOA is to provide a framework for the County and LAPS to work together in scoping and designing a housing project on school property adjacent to the Middle School.

To date there have been several meetings between LAC and LAPS regarding the potential for utilizing school-owned property on North Mesa to address local housing needs. There are many possible paths forward, including the need to determine if a project is feasible, how the project will integrate into the existing community, what needs the school system wishes to address, and incorporating public feedback into these considerations, to name a few.

The purpose of the MOA is to outline the means by which both entities can work together to address the needs identified above, and would guide a subcommittee of members from each entity as they consider if/how to proceed.

Fiscal and Staff Impact/Planned Item
The MOA contemplates utilizing up to $475,000 of legislative capital outlay granted for this project. It is anticipated that the County would be the lead on any subsequent development efforts, and the pursuit of this development, including the committee contemplated by this MOA, will require both staff time and that of certain council members. This investment of time is consistent with the duties of staff and is not considered to be an additional burden.
