Recommended Action

I move that Council approve the Award of Bid No. 21-25 for the Purpose of Pajarito Road 16 Inch Transmission Waterline Rehabilitation with AUI, Inc. in the Amount of $688,485, and a 10% contingency in the amount of $68,849, for a total of $757,334, plus Applicable Gross Receipts Tax.

Body

The initially programmed project involved a reroute of the Pajarito water production transmission line in association with Los Alamos National Laboratory ( LANL) planned parking structure.  However, LANL's parking structure did not receive funding.  Instead, staff choose a different segment water transmission line along Pajarito Road to rehabilitate.  This segment of waterline has experienced 5 leaks over the last six years, and on two occasions damaged nearby facilities and buildings.  This 2,400 linear foot segment of waterline is twice as long as programmed and it will need to use the full amount of the FY2019 profit transfer budget.  The scope of the project is to refurbish an existing concrete cylinder water transmission line located at LANL in the vicinity of Diamond Drive and Pajarito Road.  Attached is a vicinity map showing the location. This line is the primary water supply conveying water from three existing County wells to Pajarito Tanks 4 and 4A which provide domestic and fire service to LANL.  The line will be rehabilitated by installing a structural liner in a 2,400 foot length of the pipeline.  This trenchless method of rehabilitation was chosen due to the difficulties of replacing the line using conventional open trench excavation given the extensive amount of existing utilities along this alignment, disruption of traffic, road cuts and sidewalk replacement that would have be required.  AUI, Inc. submitted the only bid for the project.  The bid is consistent with the engineer's estimate for the project.  The project schedule requires the rehabilitated waterline to be placed in service by March 2021, prior to the spring water demand increases.

Alternatives

If the bid is not approved staff will plan for the pipeline rehabilitation in an upcoming fiscal year.

Fiscal and Staff Impact/Planned Item

The project has been budgeted in fiscal year 2021 in the amount of $450,000 as a Council Budget Option from redirected FY 2019 profit transfer.  This project will nearly use all profit transfer funds from FY 2019 in the amount of $819,197 allocated to the FY 2021 Water Production Capital budget.  The bid price of $688,485 plus 10% contingency of $68,849 plus 7.3125% GRT of $54,036 equals an anticipated total expenditure of $811,370 from the FY 2021 Water Production Capital budget.
