Recommended Action
I move that Council approve Contract for General Services, Agreement No. AGR23-03 with The Family YMCA in the Amount of $2,242,555 not Including Applicable Gross Receipts Tax, for the Purpose of Staffing and Operating a Teen Center.
County Manager's Recommendation
The County Administrator recommends that Council approve this Contract for General Services as requested.
Body
The current contract for operation of the Los Alamos Teen Center expires June 30, 2022. The County issued a Request for Proposals and The Family YMCA submitted a response.
The contract amounts for each fiscal year were calculated on a "not to exceed" basis and are provided below:
FY2023 - $405,800
FY2024 - $429,418
FY2025 - $451,004
FY2026 - $470,120
FY2027 - $486,213
Total: $2,242,555
The Family YMCA plans to continue operating the Teen Center as follows: Monday to Thursday 2:00 p.m. to 8:00 p.m.; Fridays 2:00 p.m. to 11:00 p.m.; Saturdays 1:00 p.m. to 11:00 p.m.; closed on Sundays and national holidays. Summer hours will be Monday to Thursday 10:00 a.m. to 8:00 p.m.; Fridays 10:00 a.m. to 11:00 p.m.; Saturdays 1:00 p.m. to 11:00 p.m.; Sundays and national holidays closed.
The Family YMCA proposed staffing plan will comply with its requirements of having at least 2 staff members present monitoring the premises at all times.
Alternatives
Council can decide not to approve the proposed contract and direct the County Manager to research additional options for operating a Teen Center if it so desires. Should Council choose not to award this contract, staff would look to options for extending the existing contract on an interim basis in order to maintain services.
