Title

Contract for General Services, Agreement No. AGR23-01 with Los Alamos Juvenile Justice Advisory Board, LLC (JJAB) in the Amount not to exceed $685,299.00 not Including Applicable Gross Receipts Tax, for the Purpose of Early Intervention Services for At-Risk Elementary School Youth and Families.

Recommended Action

I move that Council approve Contract for General Services Agreement No. AGR23-01 with the Los Alamos Juvenile Justice Advisory Board, LLC in the Amount of $685,299.00 not Including Applicable Gross Receipts Tax, for the Purposes of Early Intervention Services for At-Risk Elementary School Youth and Families.

County Manager's Recommendation

The County Manager recommends that Council approve this Contract for General Services as requested.

Body

The current contract for early intervention services for at-risk elementary school youth and families which supports the work of one full time Family Resource Specialist expires June 30, 2022.  The County issued a Request for Proposals and JJAB submitted a response. In this response, JJAB articulated the organization's evidence-based approach, detailed reasons for referral, statistics re: services provided, and a noted increase in the demand for services as well as the intensity of child and family challenges since the onset of the pandemic. In order to meet this demand and continue to provide accessible, high quality services, JJAB is requesting funding for an additional Family Resource Specialist whose caseload would be limited to the families in most need, specifically those which involve significant safety issues and multiple co-occurring needs such as relational violence, emergency assistance, problematic substance use, and behavioral health issues. This additional position would allow Family Resource Specialists to maintain more sustainable caseloads and provide higher quality services to the families they serve.

 

The contract amounts for each fiscal year were calculated on a "not to exceed" basis and are provided below:

FY2023 - $124,022.00

FY2024 - $130,224.00

FY2025 - $136,735.00

FY2026 - $143,570.00

FY2027 - $150,748.00

Total:       $685,299.00

Alternatives

Council can decide not to approve the proposed contract and direct the County Manager to research additional options for early intervention services for at-risk elementary school youth and families if it so desires. Should Council choose not to award this contract, staff would pursue options for extending the existing contract on an interim basis in order to maintain vital early intervention services.

Fiscal and Staff Impact/Planned Item

Funding for this agreement was included in FY2023 adopted budget for early intervention services for at-risk elementary school youth and families by JJAB.
