Approval of Services Agreement No. AGR23-18 with Gardner Zemke Company for the Replacement of the Abiquiu Hydroelectric Plant Transformer
Recommended Action
I move that the County Council approve Services Agreement No. AGR23-18 with Gardner Zemke in the amount of $433,659, and a contingency in the amount of $50,000, for a total of $483,659, plus applicable gross receipts tax, for the purpose of the Replacement of the Abiquiu Hydroelectric Plant Transformer.
Utilities Manager's Recommendation
The Utilities Manager recommends that Council approve this agreement.
Board, Commission or Committee Recommendation
The Board of Public Utilities unanimously approved at their regular meeting of October 19, 2022 and recommends that Council approve this agreement.
Body
The project will replace the existing 4160V to 69KV step-up transformer at the Abiquiu Hydroelectric Plant. In 2009, the DPU purchased a new transformer for the Abiquiu Hydroelectric Plant with grant funds from the American Recovery and Reinvestment Act (ARRA). The new transformer is staged onsite in Abiquiu. Gardner Zemke will remove and dispose of the existing transformer and install the new transformer. The new transformer will require some assembly, new oil will be required, the transmission structure will be repainted and the aerial switch will be serviced as part of the project. The new transformer will be installed by February 1, 2023, prior to the high generation season during spring run-off. Two bids were received and evaluated. The evaluation committee unanimously chose Gardner Zemke due to their extensive experience working at power generation facilities.
Alternatives
If the agreement is not approved, the project will be delayed for a year to avoid the lost generation that would result from performing the work during the spring through fall season.
