Award of Bid No. IFB23-44 for the Purpose of Barranca Mesa Tank #2 Repainting Project with TMI Coatings, Inc.

Recommended Action

I move that the Board of Public Utilities approve the Award of Bid No. IFB23-44 for the Purpose of Barranca Mesa Tank #2 Repainting Project with TMI Coatings, Inc. in the Amount of $1,390,470 and a contingency in the amount of $210,000, for a total of $1,600,470, plus Applicable Gross Receipts Tax and forward to Council for approval.

Staff recommends that the Board approve as presented.

Body

The 200,000-gallon elevated water storage tank located next to the Barranca Elementary school is in need of painting.  The tank coating is beginning to fail evidenced by the early stages of visible rusting.  The existing coating system contains lead-based primer on both the interior and exterior.  The surface preparation required is to sandblast the old coating off and profile the steel so the new coating will adhere to the surface.  Sandblasting the lead- based primer requires lead abatement measures be taken during the execution, clean-up and handling of the waste generated.  In addition, minor piping improvements, valve replacement, electric upgrades, safety repairs and structural repairs will be completed. 

Two bids were received and TMI Coatings, Inc was the lowest responsive bidder.  The second bid received was in the amount of $1,445,120.  DPU has coordinated with the Los Alamos Public Schools to paint the Barranca Elementary School bobcat mascot on the tank.  The bobcat mascot will cost $11,000 and be funded by the LAPS.

Alternatives

If the bid is not awarded, staff will continue to pursue the tank repainting since the coating degradation will continue and require more effort and cost to rehabilitate the tank.
